After digging a bit deeper I found this application,SipPhone on iPhone is using WiFi connection on your iPhone or iPod Touch and turns your iPhone or iTouch into a mobile VOIP phone. You can make cheap or free phone calls (local or long distance) over the internet at anytime, and from almost anywhere.
All you need is a free SIP Account or Paid SIP Account. All calls connect directly to the SIP provider, avoiding proxies as such avoiding voice delays and providing excellent call quality.
